Franklin, TN Shows Immediate Return on Investment with New Financial System;
Represents Enterprise Suite to Include Microsoft Business Solutions for Government

SACRAMENTO, CA, January 12, 2005 – Hansen Information Technologies (Hansen®) today announced that the City of Franklin, TN (population 47,000) City Council has approved a contract amendment to license Hansen’s Government Financials Suite, utilizing Microsoft Business Solutions Accounting, Payroll and Human Resources modules. The financial solution will provide code-level integration to Hansen’s Community Development and Regulation (CDR) modules for managing the city’s permit and licensing workflow and fees.
“The fact that our financial system will interface to Hansen will give us an immediate return on our investment,” said Fred Banner, IT Manager, City of Franklin. “As we add Hansen’s Cashiering function our workload will become even easier. The Finance Department will have the ability to create reports and analyze data in a fashion that they have never had before. Microsoft Business Solution’s Great Plains and Hansen will also enable the departments to access their budgetary data without having to request from Finance.”

Limiting the number of vendors to manage the delivery of government services is a major goal for small, medium, and large-sized government agencies. Today, cities like Franklin have taken this to heart—looking to their system vendor [Hansen] to deliver sophisticated, yet easy to use solutions that capture the financial performance of their government, right down to a specific citizen or business.”
The City of Franklin first selected Hansen in September 2003 to automate and streamline its building permit and code enforcement business processes. The new system went live in August 2004 and has currently issued 520 residential building permits and 167 non-residential permits. The City has also selected the company’s integrated Assets, Citizen Relationship Management (CRM), and Utility Billing applications.
As part of its scope of work, plans also call for delivery of Hansen’s Comprehensive Annual Financial Reporting (CAFR) Builder. The new solution automatically prepares and presents over 100 financial reports, schedules and charts, in accordance with the Government Accounting Standards Board (GASB) Statement 34.
“We have seen significant improvements in inspections and code compliance using Hansen over the previous system,” said Banner. “Our peak number of inspections topped 200 one day. Given that we only have 11 inspectors, and a normal day is only around 75 inspections, this is a milestone for us.”
The City of Franklin’s Finance Department is responsible for citywide payroll,
accounts payable, investment of City funds – approximately $42 million, budget
administration, and accounting functions. They prepare monthly financial reports,
conduct internal audits, assist with annual external audits, and prepare comprehensive
annual financial reports.
